The fire broke out about 12:30 p.m. in the 2400 block of West Dallas near Montrose, according to the Houston Fire Department.
Fire officials said the five-story, 368-unit apartment complex appeared to be under construction. Flames engulfed the upper floors and other parts of the structure as 200 firefighters in 70 units fought to gain an upper hand on the blaze. Portions of the walls collapsed.
